Tree Replacement Policy to Preserve Canopy for Future Generations



In response to growing concerns about the long-term health of our tree canopy, the Silver Lake Institute Board of Trustees implemented a new 1:1 tree replacement policy in 2023. This initiative ensures that every tree removed from the Institute’s grounds is replaced, or that a $50 contribution per tree is made to the newly established Replant Fund. The policy aims to balance environmental stewardship with practical considerations for property owners.


Why the Policy Was Created


The tree-lined environment of the Institute is one of its defining features, contributing to its beauty, ecological health, and sense of place. Maintaining this canopy requires a shared commitment between the Institute and property owners, as the property is a blend of private lots and communal spaces. The policy’s primary goal is to maintain a steady cadence of replanting trees to offset removals, ensuring that the Institute’s character and environmental benefits are preserved for years to come.


Policy Options for Property Owners


Understanding that property owners have different circumstances, the policy provides flexibility:

1. Replanting: Owners can replant a tree 1 inch caliper of greater tree on their property and incur no fee.

2. Contribution: For those who cannot replant due to space constraints, a $50 fee per tree goes into the Replant Fund.

3. Combination: A mix of replanting and contributing is also possible.


The $50 contribution reflects an effort to balance affordability with the actual costs of replanting. High-quality trees suitable for communal areas often cost $150 or more, with additional expenses for planting and maintenance.


Addressing Concerns


The Board recognizes concerns raised about the fee and has worked to ensure transparency and fairness:

- Affordability: The $50 fee is significantly less than the estimated cost of a new tree, offering property owners a cost-effective way to contribute to canopy maintenance.

- Flexibility: Owners who can find suitable trees for less are encouraged to do so, with provisions to ensure they are not charged unnecessarily.

- Transparency: Contributions to the Replant Fund are earmarked exclusively for replanting efforts. This budget line is new, and the first trees funded by this account are planned for planting next summer.


Moving Forward


The Institute’s tree maintenance budget has traditionally focused on the urgent need to remove hazardous trees, leaving little room for replanting. The new Replant Fund and 1:1 policy are steps toward addressing this gap. While removals remain a priority for safety reasons, the Board is committed to ensuring that replanting efforts begin in earnest as the fund grows.


Preserving the canopy requires a community effort, and this policy reflects a shared responsibility for maintaining the natural beauty of the Institute. Though some may still have reservations, the Board hopes this policy fosters a deeper understanding and collective commitment to safeguarding our shared environment.
